Any new carb will NOT work out the box.

I'm slowly steering towards you taking it to a Vespa mechanic to be honest.

1, use only the original carb, 99% sure nothings wrong with it.
2, your choke melted it's cover, that does need replacement.
3, Did you check the throttle cable I mentioned as it enters the carb, the U bend bit above the carb.....have you got it directed towards where the cable naturally comes from. If it's forced round at an angle it could bind and cause open throttle

Now that definitely sounds like the gas valve is not in properly. For the engine to run at that high of an RPM the throttle is not fully closed.

OK Baby steps, but there is some progress.

I connected the throttle cable around that stud on the bottom of the pulley thing. That gave it the additional tension to rev high. I corrected that. The New carburetor is working great. 10-12 mph faster. ( almost 34 on straightaways) So far so good. Take it for the 2 mile spin and it cuts out 2-3 times again. ( restarts after cooling for 7-8 minutes) I notice that the spark plug wire is really close to the hot part of the front engine. Does anyone think a hot electrical wire could cause these fits?

That sounds exactly like a bad CDI. Where did you get the new CDI? It may be bad. If you still have your old one try a quick swap next time it dies to see if that corrects it.

I also wrapped the plug wires in foil to insulate (probably had no effect, and wasn't the difference) Anyway, 5 miles without stalling on inclines and mixed grades. So Great!!! Thanks for all the help. I'm just down to one issue My headlight doesn't work. I think it was from when I was monkeying around trying to replace the spark plug. Maybe I dislocated another wire or something.

Any suggestions on a part I should look at and replace

My guess is it's either the voltage regulator (rectifier) or AC wiring between the regulator and headlamp.

What about the running lights? Those are also on the AC circuit. Turn signals and brake light are DC.

Maybe look inside the regulator connector to see if any of the pins have pushed out. Other wise you have another bad regulator, or an open/short in the AC circuit.

Swapped Voltage regulator and that other regulator connector. No difference. Then pulled off the headset played with some wires Really don't know what I did. Restarted and they worked again Some sort of loose wire near the light switch or Headlight assembly I guess.
