All of the US Vespa front fender guards that I've seen require removal of the reflectors (which are ugly).
I wondered why no one made a front fender guard that utilizes the holes left from removing the reflector?
Seems like a no brainer, but I can't find one.

That's because they moved the reflectors and made them round. Now no need to remove them if you don't want to.

Is the bottom picture a Primavera? If so I heard that the GTS are the ones that need removal of the front reflectors.

What brand is that fender guard, and how do they attach?

All the one's I've seen have a pinch bolt on the inside of the fender. It clamps down on the steel. I'm sure it destroys the paint too.

Really? On the GTS?
I've never seen a 2019 with round reflectors, and all the 2020's on a Google search show no reflector, because there're not US models...yet.
Even the official Vespa website.
I suspect the makers want something they can sell in Europe, Asia, and the US. Therefore, they don't rely on holes from the removed reflectors. (since the EU doesn't have them)

No it does not damage the paint.
There are round rubber plugs on the outside of the guard. You are not supposed to crank those pinch bolts to death.Use blue loctite. The reflectors are US DoT regulations.
Yes this is a Primavera 2019.
The guards are Genuine Vespa parts
And the fenders are plastic.Nothing to clamp on steel there.

My 2019 Primavera was manufactured in June 2018. Maybe the 2019 GTS were out the factory earlier before the reflectors were changed. Most websites don't always update the model pictures right away. So you'll have an answer when the 2020 GTS come out.But dealers website may not show the changes yet. Online my Primavera specs shows 11 in wheels on a lot of sites. I have 12 in wheels. So give it a little more time.

Reflectors on US bikes
"Perhaps the most obvious requirement is the use of side reflectors on bikes, which immediately marks out U.S.-market machines from those elsewhere in the world. CFR49 demands amber reflectors located on the side of the bike, as far forward as practical, and at a set height of 15 inches, and amber or red reflectors mounted as far to the rear as practical. These reflectors used to be a set size and shape, making them far from attractive, but recent changes have relaxed the rules and allow a little more leeway for designers to incorporate the reflectors into the bike."
Et voila!

What scooter do you mean? All modern Vespas have a plastic front fender, as far as I know.

Surface Mount Reflectors
I replaced mine with adhesive surface mounted ones in the correct color. Just big enough to cover the holes, no giant housing sticking out that will get broken eventually.

I learned something

However, my idea is still valid. If you need to expose 4 holes in order to mount a fender guard, why not use those holes rather than plugs and pinch bolts within two inches of the holes?
Scooter west sells color matched plastic plugs for about $20.

Why on earth would any manufacturer make a special run of front fender guards just for the USA? They probably sell tens of thousands worldwide annually, with USA sales in the low hundreds, if even that.

I much prefer to touch up my fender as need be, with an artist brush rather than install any design of chrome "stuff" on there to supposedly protect it.
All IMO of course...

To make me happy?

You're correct, as I stated in my earlier post. I was expressing an idea where the bolt/tab locations could match the reflector holes and make everyone happy. Nerd emoticon

I have one on the front fender, it's pretty much useless I agree. But its
more symmetric with the one in back of the Vespa.
