Gel pack jacket that lasts a many hours or with many fans and long lasting batteries (standing in traffic).

Could get one of those cooling vests that racing drivers use, so long as you are willing to strap an ice-filled cooler on the seat behind you. Pump doesn't draw a whole heap of power. But the cost of ice might add up.

Other than that, not many options for when you are sitting still.
