Sounds like a battery issue to me aswell. Do you have a meter? What is the voltage, how old is the battery. Sometimes they can register good voltage after a charge but are dead. They cant give enough amps to crank properly. I dont think it is a starter issue because it is turning alright when it has the juice to it. I would check the battery first. Then check the wire that runs to the top of the starter, make sure it is tight and not corroded up. If it is not a battery problem or a wire connection problem we could try a new starter. I have a few kicking around I could send you out one and you could try that. They remove easily with two bolts, take about 5 min to change. But I think it is a battery issue, tell us more about the battery, if it is new what is the model of it? For example 12bs or something like that marked on it.

Having a hard time starting can be caused by bad gas, if you dont put alot of miles on it or your gas is 6 months old it could be gas or clogged carburetor. How's it run on the road last time you took it out?
Also I would add that the confusion on the model scoot you had was because it is marked 150 ie the IE is for fuel injected scooters. Your would be just a lx 150. Fyi I have a 2009 S 150 in 2010 they made a S 150 IE having the fuel injection |

You say the battery is new - why did you change it? Perhaps your regulator has failed, rather than the battery? |
