my stator is not charging as it should and i have noticed a single white wire with electrical connector on the end that is protected with a rubber gator this wire is now not connected to anything and i cant see where it should go this is on a vespa gts 250 any one know where it goes

There are no white wires associated with the stator or regulator.
First, charge the battery then start the engine, with the seat up and pet-carrier removed. Now you are going to check the charging system with your trusty multimeter...
First, the big brown connector under the seat hings: Check that you get ~21V AC between all three pairs of yellow wires coming from the stator. If so, the stator is fine and your regulator has presumably failed.
If low volts (<16V AC) then open the stator and look for a cracked or brken magnet.
If no volts between one or more pairs, switch the engine off, disconnect the big brown connector, and check the resistance between all three pairs of wires coming from the stator. You should have very low and equal resistances - around 2 ohms or so. Also check that there's very high resistance (open circuit) between the yellow wires and frame.

Just to be extra extra clear (don't ask), on the brown connector the wires from the stator are on the left side of the connector as you're facing the front of the bike.
If you need a stator (hope you don't), let me know -- I have one I bought but never installed, would let it go pretty cheap.
The install is a pain, but fairly straightforward.
