Does anyone have a buddy (passenger) seat for an allstate that can show me a picture what kind of brackets are on the underside to secure the seat to the frame?
What I have only has the small bracket in the front center.

Your '64 AllState should be like my '62 VNB. You need the 3 bolted package tray base, then stock pillion seat is latched into the base in front and a single 6mm nut center rear & underneath.

That would not be correct for a 1965 Allstate. Those came with a different luggage rack. What you have is off a later model.
