We have a lot of these kind of trikes on 50cc scooters here in the netherlands.
Mostly for disabled people.

Years ago we had a Vespa pk 50cc like this as a member of our scooter club. (Vespa Scooterclub Groningen)

According to the site it is a 49cc. Of course it may be a typo as both their "50" and "150" models are said to be 49cc.
