Hi, I need your help people. I have just replaced my rear tyre after a puncture. Brakes were fine and operated normally. Put the wheel back on and now the wheels is seized on ad brake lever is very spongy. Help

Sounds like a spacer in the wrong position.
If I recall correctly the parts manual is not correct.

Remove the rear wheel and put it back together.
Perhaps someone will describe the proper order of bits that go back on the axle.
By the way, what year is your scooter?

Seems right; the cone and spacer sit on either side of the bearing in the hanger.
