What year is your GTS300? Does it have abs/asr? If it doesn't have abs/asr it's an easier job. But you might have some issues if it does.

^This, and don't forget to recalibrate the ASR after you've put on the new rims and whenever new tires are installed.

The calibration procedure can be found in your owner's manual.

The 13" rim will fit on the front of the Vespa GT/GTS/GTV You can also fit the rear with some modification. Please note you will have to upgrade to 13" tires with a lower profile such as a 130/60x13 and must use the hardware kit.
You can read the owner's manual and need to do some modifications.

Is converting to 13' rims with lower profile tyres a common mod with Vespa riders? I fitted My MP3 250 with a 14" rim on the rear and wouldn't go back to 12"
What overall benefits do you find on the Vespa to make the conversion worthwhile?
