Hello, all. I'm new here, and a newbie Vespa rider.

The ET4 125 1998 I currently drive was bought by my father in '99. He used it for about two years and then was just parked (indoors) until 2018, when I started running it again. Ever since, we've had fixed some minor issues. But it's just until this year that I use it regularly.

He says it had the CDI changed at some point. And perhaps not with the original one, since in my country it's very hard to find parts for it.

Here's the problem:
It has trouble starting. It does start, sometimes easily, sometimes with some difficulty, but at first the idle speed is so low it will turn off if I don't give a little gas for a few seconds.
After riding for a short distance it "stabilizes". But other times I have driven just around the corner and then it stalls.
It runs only with the front light on. If it's off it seems as if it's not getting enough energy, and just runs so slow and vibrating. (by law bikes must drive with the lights on, so at least I look "normal" out there 😆)

I wish to add we have regularly gone on long rides and it goes beautifully... except when we have stopped for a coffee, then it usually gives problem starting again.

We already changed the spark plug and the ignition coil just recently.

Any guidance on this matter, or similar experiences will be appreciated.

I had something very similar with my old Sfera 80.

When the engine's started and idling OK, check the voltage across the battery a) with the light on and b) with the light off. I'm guessing the light provides a load on a faulty regulator that keeps the voltage within reasonable bounds. If your results are:
a) between 12 and 15V
b) over 15V

then that's your problem, so change the regulator.
