That is the air filter box. It is normal for some oil to aspirate into the box (and the filter itself is wetted with oil). There is normally a plastic "bubble" over that fitting which captures small amounts of oil. And a second one toward the front of the air box. Regarding servicing, the scooter is 12 years old. What is the current mileage? What do you know about its service history?

If it's been sitting for a while your probably need to replace .

Engine oil & filter
Gear oil
Air filter
Transmission filter
Coolant
Brake fluid

Plus check age and condition of the tires & transmission belt !

One more time. I would recommend that you consider the age of the vehicle, number of miles ridden, and whatever you know (or can find out) about past service. Then look at the maintenance schedule for a 2009 GTS (if you don't have the manual for your scooter, you can probably find it in the MV wiki). Unless you know the age of the tires or they appear to be essentially new, I would plan on replacing them (that is mostly me, I don't take any chances with tires).
