the mechanic asked for 550£ but i'm sure i can do it myself for much less.

Looks like itís been dropped before quite a lot of bondo on there once ground down for repairs could be a lot worse than it looks

Remove the panel (if it comes off)
Sand off all the old body filler epoxy (Bondo) (the pinkish stuff)
Hammer the panel back in to shape.
Clean the metal
Apply new body filler to fill any remaining imperfections
Sand until smooth
Repeat
Spray primer.
Sand until smooth. correct any flaws.
Spray Primer.
Spray finish color.
Sand until smooth
Spray more finish color.
Spray clear coat.
More sanding.
Spray more clear coat.
Wet sand, buff and polish.

Make a cardboard template of the good side not bumped to get the right curve and reverse it to use to check the plan when you will make right the side bump.
Use a wooden or plastic hammer to straighten the sheet metal,do not hit hard .... start slowly.
Clean the surface with a body shop sander, buy metal body putty that is mixed with hardener and do before the tests, it is prepared just before using it.
You will need a spatula (with a plastic blade) 5 centimeters (about 2 inches) wide, you can also use a simple piece of plastic.
After the grout has hardened you will need to smooth out to the right height and finish again with the sander.
Then you will need to apply a layer of protective primer paint before painting with the true color.

Of course it's much harder than that ...

The "panel" does not come off. It is not a plastic scooter, it is a VESPA.

That's not such a bad idea. The OP lives in London. A battle scarred GTS would perhaps be less desirable to would be thieves. Also, if the scooter gets knocked over again or side swiped by an inconsiderate motorist opening their door, it's not going to matter (providing it's on the bad side of course).

It wouldn't be a "load-bearing body" if the panels came off but ... that's a disadvantage for cases like this.
But it's a Vespa!

Or you could buy about $300 in tools and supplies, spend hours watching YouTube tutorials and then hours doing all the tedious work yourself. After all that, at the end of the day youíll have something that looks like an amateur spray job.

Greasy is right on this, having done something similar I found that while I could get an OK finish getting exact finish match to the rest of the bike take some practice and skill.

Paint is horrendous expensive by itself. Last time I did some repairs on my wife's car I think it was $75 for half a pint of Mazda "blazing copper metallic". Then you have to buy clear coat.

On all of them up to the PX series, but the PK had a flap.

It depends on what sort of a job you want. If you want a diy less than perfect job (no disrespect to the OP) then that's the way to go. It'll still cost you plenty if you try to do a tidy job. If you want her back in pristine condition then pay the money. It looks to me as though it could be an easy job for a competent professional. The dent will come out just fine and won't affect the structural integrity of the bike. It just then needs to be surface treated with sanding and stoppering (a surface only body filler) and then more sanding and priming. A good sprayer can do a good job of airbrushing the panel in to match the surrounding paint. However, it would be fairly easy to spragy the whole panel and match it in with the other side and surrounding paintwork and is the way I would do it.

$550 is about right I'd say.

You can loose hours in prep work. The painting is the easy bit. Also, that colour maybe a swine to blend in so he may have allowed for prepping and painting all round including the other side too and plastic trims etc.

I would let the pro do it, swallow the costs and marvel at how good it looks when you get it back.
