And I gave this guy a nice tip.
2 weeks ago, took wheel and new Angel to local mega brand cycle/scooter dealer. Also paid for new valve stem (but thinking, "Should I take a chance - the old stem ain't leaking!?" Guess what, paid for new one - now it leaks...way to go dumby!)
Back from vacation found rear tire flat.
Adding air found the new valve stem 1/4 torn at the rim.
It came off in my hand.

I do not want another few hours of misery pulling that rear wheel again - then driving 50 miles away to try another dealer.

So, can anyone recommend one of the systems which install a new air stem valve from outside the rim?
Thanks much!

amazon has the colby valves I carry them as emegerancy use but they are good enough for permanent use.

https://www.amazon.com/s?k=colby+valve+stem&crid=3H3IKO9YA7RUM&sprefix=colby+%2Caps%2C186&ref=nb_sb_ss_ts-doa-p_5_6

they are all installed outside,

I have used this with success:

Tip: Lube the inside of the cone to allow the new valve to be pushed into the rim.

And replace with shorty valves, they are easier (for me, anyway) to get at to add air.

My dealer will not install a tire if the valve stems aren't getting changed as well. Its both or none with them. And luckily they stock every valve style imaginable. Hard lesson to learn though. I see you got the rear off so you figured out the fender.

I always ask for a new valve stem with a new tire. Being so careful cost me this time!

Sadly, I had them change a perfectly good valve stem - and paid for it.
Tech screwed it up, nearly tore it in two when pulling it in, and scratched the paint - now I have to fix it.
Wife said take the scooter back and make them take off the wheel and replace the valve stem for free.

Sure - I want to hand my scooter to a bunch of pissed off mechanics.

Tough call perhaps. But, if you do bring it back to them, tell them they need to take the tire off to get that little rubber "O" out of the wheel.

You don't necessarily have to remove the wheel and dismount the tire to replace the valve stem with a new ordinary standard stem. Recently I replaced one by breaking the bead on one side of my installed rear tire with a woodworking clamp and a couple wood shims to keep from damaging the tire. Then I had access to the underside of the rim. Cut the valve off the outside, pulled the remainder off the inside, install a new valve as usual using some armorall to lube it. Pull the clamp off and reinflate the tire. Done in 5 minutes.

Agreed, for normal valve replacement.
But in this case there's a rubber "O" torn off the old one that would be difficult to remove without complete tire removal.

Yes, would have been a pain to have to fish that inside "O" out of the tire if I dropped it.

That's even worse! I thought you went the cheap route and didn't have them replace it. But yes, you can break the bead with the wheel still on the scooter and replace the valve. I've done it before on both of my Helixs'. They have a horrible valve stem lay-out. Me personally, I'd just remove the wheel, again, and fix it right-either yourself or by a better dealer. And leave a terrible review of the offending dealer on as many rating sites that you can! And verbally warn everyone of their stupidity as well!
