Not sure if it should ride with the wheel or not. It looks a little rusty and warped. Having trouble finding just this part to replace it. Any insight?

At idle it rattles and moves around, eventually it sticks and goes quiet. I may get around to puting some RTV or something on the back to keep it in place.
