My first scooter was a 1978 Vespa 200E so I eventually got a 2008 Stella 2T in part because it just seems to be an updated version of what I had before. But I put 30,000+ miles on the P200 and don't recall ever replacing the clutch lever pivot bolt and now at 8,000+ miles on the Stella it just sheared off where the threads start. IS THIS NORMAL?

It's an inexpensive part and not hard to replace (now that I know a couple tricks), but this almost stranded me on the road. It made shifting really dodgy and I'm riding daily now. Is this a known issue? Do I need to carry a spare in my glovebox?

Not normal. Stella’s can be hit or miss. Quality control was iffy in the LML plant so be ready for more random surprises. Make sure the new bolt you install is greased well.

Sounds like someone probably over tightened the nut.

Definitely sounds like a symptom of overtightening...
