I've got a GTV 300 that hasn't been ridden in 3 years.

Is the oil still good or should I put in a new set of oil just to start fresh?

Hasn't been that many miles

Oil is probably one of your smallest problems if it has not been ridden for 3 years. I would change fresh oils anyway. Cheap and easy.

You have also missed the regular change interval for coolant and brake fluid.

+1. And yes, without a doubt change the engine oil and filter (and possibly the rear hub oil), too.

Given the cost of doing an oil change yourself, you shouldn't hesitate to change it. Changing oil twice a year if you do it yourself keeps your machine running smooth.
Change oil, change coolant, check battery and make sure air pressure is right in the tires.
