Unlikely as it was 2019 I believe. The HPE is very easily identified by a few external features, have you seen any pictures?

Edit: I noticed your avatar pic, so I'm sure you already know the visible differences.

You'd need to see it from the front or the other side as the horncast and transmission covers are the big giveaways. The horncast (necktie type) on the yellow GTS in your avatar indicates it's an HPE. The transmission cover on the HPE is sleeker looking without the circular feature seen on previous models. It also conveniently has a 'HPE' sticker on the black plastic cowl that butts up to the transmission cover.

What's the consensus on the non-HPE motor? Better or not as good? I know the HPE's may have oil loss issues. What about non-HPE? Any issues I should be aware of? Thanks again!

If you are at all concerned with maintenance costs compare the two models. The HPE calls for a major serivice with belt and valve adjustment every 6,000 miles. The brake fluid reservoirs are not accessible without taking the whole headset cover off, and don't you dare overfill it with gas. Check out the complaints about wonky gas guage. How come Piaggio can get 12K+ out of a BV350 belt, but not out of the belt for the HPE?

Personally, I don't have any experience of the pre HPE, but after a little over a year of HPE ownership, I can say that *from my experience* the oil issue is being a little bit over analysed and made out to be a bigger problem than it is. I've topped mine up with a small amount twice, and after buying an angled/offset funnel, it's a sub 5 minute simple job. I'm sure there's a lot of opinion on here regarding the differences, I'm just not the one to offer any more than this.

Note that I had to snip a small slot at the business end for it to fit the dipstick/oil filler hole, so I'd probably look for a smaller diameter hole version, of which there are many, if I were to buy another.

Biggest easy to spot difference that can't be missed is the dipstick for the oil is on the right, behind the stator.
And six empty oil bottles in the pet carrier.

I think the EU, which at the time included the UK, got the HPE in 2019. The US got it in 2020.

Compare the dimensions of the variator, clutch and belt of the Vespa with a 300 cc Honda or Yamaha. There's your answer. The dimensions of the BV are more in line with other manufacturers. The clutch and variator on the HPE are the same size as an air cooled 2001 Vespa 125. So there's not room to put in a thicker, more durable belt.

here in Australia the last of the pre hpe GTS (2018-2019?) had the new styling including the new horncover and new style wheels. These are assembled in Vietnam not Italy

the HPE was introduced here in Oct/2019

Motovista's suggestion to check for the dipstick on the right side or the new transmission on the left is the only universally reliable method

Yeh, that sounds right. I got a 2019 HPE. The US does a weird thing and seems to add a year to model numbers available in Europe. Or maybe it takes a year to ship them!

Also, some countries have GTSs with smaller engines - it might have an HPE-styled legshield but a 125cc engine.

That's right, in Italy there is also the 125 and there was also the 150 but the engines are the standards used by the Medley Liquid Cooled.

Yup, same in NZ. Although the new style wheels came only in late 2020, not 2019. The first year of HPEs had old style wheels.
