Ahead of the curve, aren't they?
Pretty much like what I've read there, thus far. Of course, enforcement is key, but I have a feeling they'll do a somewhat better job than, say, the piss-poor enforcement of what laws are on the books in Gotham, where peds and cyclists (never mind motorcyclists/scooterists) are regarded as a nuisance at best.

This is good news, scooterists in an accident with a car are presumed innocent until proven otherwise, instead of the current reverse situation.
..establishes a hierarchy of road users, which means those who pose the greatest risk to others have a higher level of responsibility. This means someone cycling will have greater responsibility to look out for people walking, while someone driving will have greater responsibility to look out for people cycling, walking or riding a horse.
Though it's odd they mention horse riders, cyclists and pedestrians but not PTW riders.
