A top speed of only 40kph (24mph) is ludicrously dangerous, even in congested EU/UK cities. But perhaps they have their eye on all those urban areas going down to 20mph/32kph like most of London.

And possibly parts of NYC. But, judging from all the off-brand e-moto-scoots running around the joint, I'd say the tuning-fork gang is the proverbial day-late and yen-short.
