One has to exist before the other - and the 'grid' in the USA is very fragmented, with lots of bits not joined up at all or too low in capacity to allow extra flow. Also, in some states there's bugger-all regulation, and companies there (both generators and distributors) go for the cheapest option every time. e.g. the debacle in Texas during their cold snap: https://en.wikipedia.org/wiki/2021_Texas_power_crisis

Actually I don't. There are a series of regional power marketing and management grids that have been established by the federal government. In my area that grid is run by the Bonneville Power Administration. As Jim observes, not all areas fall within one of those regional authorities.
