Can a blue key for an HPE be cloned without the brown key?

I know there's solutions for older GTS, just need to know for the newer ECU in the HPE

I'm not sure on this, but I think the HPE was introduced in the USA for 2020 model year while Australia got it sooner?

jimc has previously suggested that auto locksmiths experienced with Fiat/Lancia keys and their blanks are a good "go to" for cloning Vespa keys.

From your description, I assume it's the chip. But maybe not.

When I had a key cloned for my LX, I used a mobile locksmith - he cloned the chip no problem. But his CNC machine couldn't get a working key. He ended up giving me a chip and uncut key, and I then had a traditional locksmith do the metal cutting part.

the chip. they copy it and it doesn't work then they mumble "rolling codes" and shrug their shoulders
