Vehicle standards are set at a state level in the US, and many states don't even require a basic safety inspection, much less German-grade Homogulation.
It's built on an old van chassis (The Nutmobile, not my scooter). I saw an article (PR plant) about it a while back.
We also have the Oscar Meyer Weinermobile, which is much more famous. There are several of them and they are all built on old 70's land yacht chassis, although there's a new one built on, I think, a Class B truck chassis.
One of my wife's friends spent a summer driving the Weinermobile around as a college intern. She loved it.
