I'm s there a way to lower the seat height? I am able to get my toes down but not much else and would love to get more of a flat foot.

Not sure of any specific modifications. On Vespas there are lowering kits, but not sure about BVs. There are always seat modifications to take a bit of height off that way. Could be pricey, but maybe the best way to get a bit lower.

I'm the last person to advise you, though. At 6'7" I'm going with the tallest I can go!

At 5'2", I've come to accept the fact that I will never flat-foot on anything, not even my Yamaha C3. Laughing emoticon I can tiptoe both feet on my GTV, but if I put only one foot down at stops, I can almost flat-foot it, so I've made a habit of only putting one foot down 95% of the time.

If you can tiptoe, or if you're lucky enough to get on the balls of your feet, you will get used to it eventually!

If you're riding with boots, especially, another option is getting thicker soles. One of the guys I was riding with was doing just that on his scooter. Not sure he was flat-footing, but it definitely brought the ground closer....
