Does the ECU need to be in my 08 MP3 250ie to be flashed or can I take it out and send it off to be flashed? Anyone know what the cost should be here in the USA?

A sensible answer can only be given if you state why you think it needs to be flashed...

i.e. What's the problem?

jimc, the scoot sat for many years with gas in it that went bad. The unit would only barley start for a few seconds with the aid of starter fluid. After replacing the fuel pump and filter and then the injector I am able to get it to start but just barley without starter fluid. Max time it will run is 10 seconds. On this forum I was advised I would have to replace the fuel pump, injector, and the throttle body/ECU for it to run again. Else where on this forum I read about a guy with the same problem and after replacing pump and injector his MP3 would run but just not very good. He claims to have taken it to a qualified dealer and they flashed the throttle body/ECU and it worked fine after that. My problem is a qualified dealer. Both my near by dealers sell Honda's and Vespa's only as an after thought. They just aren't thrilled when a Vespa comes through the service door so I'd prefer not to give them my business at $90.00 per half hour. Hope you understand. Tom

Perhaps they *flushed* the throttle body. If the idle bypass has become clogged, it won't idle properly. Have a look at the explanation:
https://cheekythoma3.wixsite.com/itsme/idle

Clean out that bypass path!

Flashing the firmware in the existing throttle body will do nothing at all to help. Completely replacing the whole thing would work - but that's an absolutely last, last resort even if it's financially feasible.

Thanks jimc, that was really helpful. If I knew for a fact that replacing the ECU would cure all my problems I would be willing to spend the $650.00 for a new one but? Maybe the smart thing for me to do is take it to the dealer and at least let him run diagnostics on the darn thing and maybe come up with an answer. I believe I can do the mechanical work it's just all this new electronic work that is killing me.

I did clean out the by-pass and now it will run for maybe 20 seconds. It's getting better but Kevin at scooterwest thinks I should really take it to my dealer and have diags run on it. He maybe right. My guess is the scooter doesn't need to be running to run diags on it. I do not have the service key, just an FYI.
