SO I have a 1964 p90. I am looking for blubs.

Question 1: DO they make 6v led replacements that are any good for a 1964 vespa p90 and where to get them?

Question 2: There are two fastoon blubs in the tail light; one 5w & one 10w. I took them out but am unsure which goes on top? I cannot tell from the manual.

10W goes at the top (brake light)
5W at the bottom (tail light)

other shops would have them as well, it was just the fastest lookup for me.

6v bulbs are generally hard to find, but they are out there.
Nothing special about the Vespa ones, except that they are 6volt

If you have a balanced 6V AC system, you'll want to stick with incandescents. Bulbs are resistors. LEDs are diodes.

This is correct. 5w for the bottom running light and 10w for the top brake light

Add voltage regulators, charging system working better than factory can blow bulbs also. A higher rpm motor could produce to much voltage and blow bulbs. A flywheel with stronger magnets than original design could blow bulbs.
