I purchased a non running 90 in Canada and will start trying to get her running after a 10 year rest in a heated garage
The model v9A1 #59132
Would this be a small frame ?
The engine has been seized so may need a rebuild
Is this model worth repairing?
We're should I start?
Any help would be great

your initial question was ambiguous. condition and type is very important. it could've been junk, there weren't any pictures to go by.

if you got a complete bike with a title and no back fees for 800 you're doing okay.

That 90 is as perfect as they come. From the photos it looks like it had been stored really well. The first thing I look at it the floorboards.
Yours have absolutely no surface rust showing which is huge.
If the motor is stuck it is still a good idea to split the case since the seals are likely dry .
Before you give up on the motor try to unstick it.the rings may just be stuck.
Remove the plug, pour a couple or ounces of Marvel Mystery oil in and let it sit a few days.
Remove the fan cover put a socket with a breaker bar on the nut and rock it.
DO NOT TRY AND BREAK IT LOOSE WITH THE KICKSTART LEVER.
Also, drain the oil from the gear case and check for metal chips and if it smells like old gas.

It's quite unusual to find an unmolested vintage scooter in that condition. A seized engine is not a big deal at all. There are lots of quality parts available and even if engine needed major work, it's still well worth it for that scooter.

Check with a local radiator shop. Many of them boil out fuel tanks.
It would be a shame to loos the original paint on the existing tank.
Had this one for my current Allstate by the a local shop. I googled radiator shops and read thru the services they offer.
Be real clear with them not to dip it but only clean the inside and not to coat it.

unless the tank is really really bad-- or had a coating and it's coming off, it likely can be cleaned.

if it's totally FUBAR hit me up, I think I've got a tank or two that's decent.

solid advice on the rest. see if you can unstick it before resorting to violence. getting the motor at least turning over will give you a good idea of what you're up against.

too many people go too far and just start tearing things apart throwing it all in boxes or away and then wind up going further down the rabbit hole, get turned around and can't find their way out and wind up with a bike in pieces and half done, never ridden and wind up trying to sell it for more than they bought it for.

don't fall into this trap.

also, pull your flywheel cover and shroud. snap some pics of those and let's see what you've got under the hood. that flywheel looks interesting to me.

also carb and exhaust. I'm thinking there's more than meets the eye here!

The plastic shroud has a bolt holding it down on the clutch side. It's obnoxious, and hard to get to. But if your piston is moving, you don't need to pull the head (yet).

I've seen worse carbs, but you should definitely get a rebuild kit. Is it a DelOrto 16/16?

What is the serial number of the engine? It's on the bottom of the engine as far back as you can go, by the rear shock mount.

While you are inside the carb, write down all the jet numbers.

Waiting for carb kit and tank but started on temporary fuel tank
Engine was free after oil soak for a few days
Shifts smoothly
She fired up on first kick and idles runs and rides
