It run fine after it dries out but takes a day after it rains. Or I just keep starting it over and over. Afraid of killing the starter.

Try spraying WD-40 on the spark plug, spark plug wire, and the coil. If that helps it's probably only temporary, so you might think about replacing those components.

Also, check that the battery connections are clean and tight.

I once had a similar experience with one of the bikes long time ago.
As long as the engine was dry, no problem, but when wet it ran irregularly or even stopped completely.
It was a crack in the spark plug connector. When wet the spark took the easy way directly to mass. A new connector solved the issue.

I'm guessing it is a bad spark plug and or spark plug wire end.
