It is in EU approved and legal.

The linked Rizoma plate holder with light is approved and legal! (See link above!)

As I wrote: I'm not sure if your picture shows Rizoma License Plate holder… the reason why I'm not sure is what you marked, light seems to be smaller/different than the Rizoma one.
