Get a photo of the builders tag on the frame just under the seat or the engine number on the swing arm.
Then go to scooterhelp.com and look there for the info in the serial number lookup section.
For sure early 60s. Could be a VBB. The speedo style matches and so does the tail light. That would make it a 4-speed, not a 3-speed like VNB and Allstates. Frame's been repainted a non-factory color a while ago.
But the only way to know for sure what model it is is to do as Paulc suggested.
