Like others have said the negatives are the paint and indicators are a bit naff, plus it's been recorded as an insurance write off and the seat has some rips in it.
On the plus side it's got a long mot, seems to run well and it seems to be all there with no missing bits.
Vespas can get written off with quite minor damage as the metal bodies are expensive to repair.
£650 might be a tad steep for it in that condition in the current market imho. if you can get it for around £500 I think that wouldn't be a terrible deal for a good runner with a long MOT.
Check the underside for rust as that can be an issue on these.
