Was this the engine oil they used? Mineral !!
If so that's not good
Why? I confess I know nothing about oil. I get there are differences between dino, synth, and mineral but is it so much as to cause problems?

No. You won't be able to tell the difference in performance between dinosaurs and plastic in your oil.
Something as sudden as you are experiencing has naught to do with the source of molecules in your lube.

why? 130 is the stock size out back, which is what was replaced.

she also reported that the wobble previously present is now gone with the installation of that 130 tire.

This looks to be an OEM filter, not homemade. So, I ask again, is there another filter somewhere?
Yes for help cooling drive belt and clutch. There are air filters made by malossi for your bike that could be shipped and arrive in app three days available from MV member supporters. Always nice to have spare parts required for Routine maintenance oh hand before they are needed, (oil and air filters , exhaust gaskets, spark plug etc.) I can recommend scooterpartsco.com and scooter west for your Vespa needs, they both, in my experience , have been great to deal with.
