Yes, it's most likely the starter relay.

Probably a stuck relay, especially if it's the old type (metallic). Get the newer type (plastic) found on almost every Piaggio scooter. Direct replacement and cheaper…

Can't be the relay, as it only connects when power is applied to the coil - i.e. when the 'clutch' (rear brake!) lever is squeezed.

The starter button is jammed on, or otherwise shorted inside.

It's a PX. Brakes aren't involved with the starter circuit. There's also a small 'safety' relay behind the horn cover which gives the 'OK' when clutch is pulled in…

Ah yes, thanks for the correction. The logic still stands though, the relay isn't at fault if it only switches when power is applied to the coil (as it should).

Starter button switch faulty for sure.

Moving this thread to NSM.

Seems to me that your relay coil is getting a permanent live from somewhere. Even with the starter button stuck in, it shouldn't try to start with the key out and off, as there isn't any power to it.
Pull off the feed to the relay (normally pin 86) and see if it still does it. If it does, it seems like the relay is shorting inside.
