I'm all set to rebuild a clutch and noticed the drive gear is a bit sketchy - the gear is not firmly in place against its plate...can I get away with peening down the rivets or is this thing toast?

If they are loose, there's probably some wear involved which re-peening won't take care of. I also believe that metal only likes to be moved once. You may be able to source new rivets.
