I got a brand new primavera 125cc a couple of weeks ago. The weather hasn't been great so have only driven 300km so far. A couple of nights ago I drove in the the city where I live to pick something up, about a 15 minute drive. Parked for about 15 minutes and then drove home. On the drive home I could feel some resistance, I was wondering if one of the brakes had locked up but when the scooter is turned off it rolls fine, I don't feel anything then, on the center stand the back wheel spins fine and stops when the brake is applied, I don't smell burning or hear anything which are apparently symptoms of a locked disc brake. Is there any other explanation? It still drives fine it just feels slightly sluggish like it takes longer to hit faster speeds than it did before. It's under warranty but the dealership is three hours away so it would have to be transported there and back so just wondering if it might be an easy fix.

Have you checked the tire pressure?

If the abs can be turned off, run it without and see if the abs is playing up.

On my 2018 GTS I damaged the front tone wheel with a disc lock. The ABS restricted the engine because of the misalignment.

On that bike you had to engage the ABS when you start it up. If the ABS was on I had the restriction when off it worked perfectly. Got the dealer to fit a new tone wheel and worked perfectly after that.

If you can't do that on the primavera then fair enough.

Given that the scooter is almost new, I would have a chat with the retailer who originally supplied it, as I guess it will be due its first service soon.
