After removing the old tire from the rim REAR TIRE, the ASR light blinks and the speedo is not moving, expect when I start the engine. REAR TIRE, not the front
What can it be?

You have to reset the ASR system every time you change tires… Videos online with good explanation. I just did a reset on my 2015 GTS and it was fairly easy

The speedo was working fine actually. Part of the ASR reset is to keep a constant speed of ~18mph so I remember looking down at it.

Did you check the ASR sensor and its distance from the ASR sensor wheel? What year and model is your scoot?

I'm sure you already did but I'd make sure that rear sensor is plugged correctly and sitting flush with the swing arm. I had to correct mine as it sat weird in the hole it goes through. Good luck!

probably a bent ABS ring on the rear. or you got the washers wrong that are sometimes on the small screw holding the sensor - this affects the spacing between the sensor and the ring which is important. Start by looking at the gap while you turn the wheel fully around watching the gap in consistent. I have bent this myself and was able to bend it back and all good.
