Is the only difference between the Racing 60's and the standard GTS HPE the appearance?

Yes! (Racing Sixties are always pre-facelift)

As long as you are talking about the same year of manufacture.
Until the facelift there were NO technical differences between Classic, Super, SuperSport and SuperTech (with the exception of the digital speedometer on the SuperTech), this also applies to the special models.

Since MY23 there are the following differences:
SuperSport and SuperTech with Vespa MIA (optional on Classic and Super).
SuperTech with digital speedometer and illuminated helmet compartment
In addition, all variants are technically identical.

Question was about GTS, not GTV/Sei Giorni…

GTS vs. Sei Giorni (both pre-facelift): no ASR on Sei Giorni, different handlebar with "Faro basso" (= "lamp below") without LED, everything else identical

GTV (MY23 Facelift): + ASR, + LED, but "old" front suspension and "old" brakes (identical to pre-facelift GTS/Sei Giorni)
