Is it normal that oil fountain up the oil dipstick hole when the motor is running (while dipstic plug removed)?
yes. this is normal. the dipstick seals the sump. don't run it without the dipstick unless you like cleaning up a whole bunch of oil sprayed everywhere.

The oil level is top, but not overwhelmingly full.
the oil level needs to be at the correct level as prescribed in the workshop manual AND marked on the dipstick. do not overfill, this achieves nothing and can lead to leaks, blown seals and oil frothing and as a result poor lubrication.
