Hi guys!
I'm a fresh member here and I'd appreciate all the help in my problem.
I own a 2020 Vespa GTS 300 Supersport which I purchased from Portugal because there is no Vespa dealer in Angola where I live.
Based on a few topics I read here:
My front brake lever is stuck! (2018 gts300 super)
Both brake levers stuck while riding on my 2018GTS300Super
2020 GTS HPE Rear brake lever stuck. No braking

And based on this post which is exposing a situation exactly the same as mine (Vespa manufacture year including)
I am assuming that my ABS unit needs to be replaced because my rear lever doesn't move (front brake is ok, ABS lights behave as normal)
As I mentioned before, I have no dealer available in my country that's why I'm seeking help here for any of three options as follows:
1. I have already bought a new ABS unit so my first option would be to buy an affordable scan tool capable of coding/pairing the ABS unit to the Vespa.
I found this:

And the guy from this company is telling me that this scan tool has module coding capability.
I asked for a second opinion elsewhere and they told me that this scan tool can't do that, even though this website is from the manufacturer.
My question to you guys is: does anyone have experience or owns this tool and knows if it has this feature?
Does anyone know of any "affordable" (up to €1.000) scan tool with such feature?

2. My second choice is to send the faulty ABS unit to these guys:

there's another thread where somebody isntalled a 2nd hand unit and didn't need any tool to activate them. Maybe buy a 2nd hand abs unit?

Edit: My OBDStar (expensive) has the ability to pair a new ABS unit with the GTS
