I pulled my rear wheel to put a new tire on it and there wasn't a dust cover over the center retaining nut. Did they have one? If so, would anyone have one laying around. I've looked on line for one with no luck.

That's not a dust cover. It keeps that axle nut locked in place, with the help of the cotter pin.

You torque that rear axle nut to 80 ftlbs +/-. Piaggio is the only scooter maker I have ran across that has this belt and suspender method to make sure the rear wheel doesn't fall off.

For Vespas at least, I think they're rather important Torque doesn't seem to cut it for this application.
