So misty I am guessing by moped you mean a 50 cc scooter and generally speaking they are legal to ride anywhere a bicycle can be ridden.
This means even on the designated bike lane on the side of the road in most states.
It is also sometimes legal on bicycle paths that aren't next to a road if they aren't marked no motor driven cycles. Usually pedal cycles have right of way so be courteous.
Just because it's legal doesn't mean it's a good idea though but if it's flat and the speed limit is 45 you could maybe keep up with the flow of traffic. 35 zones are better for 50 cc scooters because you can keep up with the flow of traffic which I personally feel is a much safer way to ride.
I have ridden a 50 on a 50 mph speed limit road here in Reno where it's hilly and there are times when you have to ride in the bike lane. You are invisible to the cars so you really have to pay attention to what's coming up behind you as well as what's in front so it can be tricky and I don't recommend it for anything less than expert riders.
If the frontage road you speak of has a nice wide shoulder and it is fairly flat and traffic is not super heavy you should be ok as long as you are a pretty good rider. If you are pretty new at it try to find a way through the neighborhoods and try to avoid the frontage road.
