I have just fitted an air horn, like the Stebel, and was wondering.....its loud and fitted above the ABS unit, on the lefthand side, so the open vent isn't really needed now. So can I stop the water getting in by fixing something clear and flexible to the inside of the horn cover?
I'm just thinking stopping water ingress will hopefully keep any rust at bay.
Opened the floorboards up to check while the glove box was off and there were a few tiny spots of rust. Most of the surface rust was below the battery box.

I'm not aware of water being a problem there, though I suppose it's possible. By far, more concerns around the battery box.

Is it also needed for airflow to cool the electrical bits?

I believe that the regulator/rectifier is there, and needs air to cool it.

since they mentioned ABS I'm assuming it's the GTS. The GTS regulator is directly behind the battery (at least on my HPE and assume previous).

Air flow in the front is a good thing. Those two radiators get hot

My voltage regular on my 250ie is under the floor panel and you will have to take part half the freakin scoot to get to it.

And I'm still bitter about that
