I already had Vermont registration on one of my scooters for many years. AFTER they changed their policy, i then finally transferred my vermont registration to an oregon title. If you currently have Vermont registration, that means your registration is grandfathered in.
EDIT: i just read that you want to transfer ownership of a scooter that currently has vermont registration. So that might not work. That might require a phone call to vermont DMV. |

I am a part-time Vermonter, so I pay some attention to this stuff.
As far as I know, VT only allows a person to transfer a registration from one vehicle he owns to another vehicle he owns. I do not know of any provision for transferring a registration from one person to another person. Also, as you probably know, VT will not issue a new registration to an out-of-state applicant without a certification from the applicant's home state that it does not require registrations--a requirement that is, by design, impossible to meet in almost every case. Even if VT did allow registrations to be transferred from one person to another, I do not think they would allow a transfer to someone who is not a VT resident. Also, effective this year, VT now requires titles for all vehicles regardless of age. The only exception is motorcycles/scooters under 300cc, but you need to be a VT resident to take advantage of that. |

I did. I transferred a Vermont certificate and made it to an Arizona title after a level one inspection at the Motor Vehicle division. I made a topic about 10 years ago addressing some concerns. Something weird about they don't issue titles below 300cc or something like that.
I can dig more into it if you want me to. I purchased a Sprint Veloce and I only had a "white card" a plate and a sticker on the chase similar to a registration sticker. With that I was able to do the level 1 inspection and get it titled on my name.

So, per Marty at the Vermont DMV you cannot transfer/change the name on an existing Vermont plate/registration. Would have been too good to be true if ya coulda.

The Vermont DMV has a tough time even meeting the everyday paperwork demands of its own residents. I think it was the last state in the union to have photo id's.
I bought my VBB in Vermont with no title and expired registration and registered it in NY. They didn't issue me a title. Registration is the yearly fee you pay to have the vehicle on the road. I guess it's all over the place depending on the state. |
