Have spark
Good compression (120)
Fuel to carburetor
New battery cranks great

To bypass and diagnose a possible carbarator I sprayed starting fluid in the spark plug hole and in air intake. It didn't even sound like it wanted to kick over.

Could it be timing? How does timing work on these scooters?

I've read through the threads and can't
seem to find anything that helps.

Did you recently buy it?

Was it running before, and has suddenly stopped?

Has it been sat for awhile?

Verify the air filter is not blocked and the engine is in fact receiving air.

Update:
Even though I had great spark I replaced the plug. Doing that got it to run but it started sputtering a bit immediately. I drained as all the gas which was rec-fuel(no ethanol) and added fresh. Now it runs ok perfect.
This being said why would my plug have great spark out of the cylinder but fail to ignite the fuel in the cylinder under compression?
Lesson learned.... always put a new spark plug and fresh gas regardless of your diagnosis.
Thanks for your help and comments! Happy scooting.

Wonder if the plug was gapped correctly for the engine? Did you check the tolerance and adjust it, or just take a new one out of the box?

Great to hear it's up and running though!
