Oof, just finished doing the Arizona process on a 2000 Kymco ZX50.
Went to the MVD, got a level 1 inspection. Paid $10 to have an MVD representative confirm that a) it's a motorcycle and b), the VIN is legit. They ran a record search and told me the last record was from Illinois, back in 2001. Title only, no registration. They also assessed the value based on a 2003 model at $500, since Arizona didn't know about 2000 model Kymcos.
After several unanswered calls, e-mails and certified letters to the Illinois Secretary of State office, I enlisted the help of a local title service. They provided me the Illinois Records Request form, free if charge, on the promise I would use their service to complete the bonded title process.
I followed the directions delineated on the form, got a $5 postal money order and sent it off Priority Mail with Delivery Confirmation. Got it back two weeks later with a form letter, claiming I left out a photocopy of my driver's license, which wasn't specified by the form. I called the number on the form and confirmed the request before providing a copy along with the letter reference number. Sent the whole package back and two weeks later, I had my record. The title holder was blacked out, of course. Only could tell they had a Roselle, IL zip code.
Went by the insurance agency to get a surety bond for 1.5x the assessed value ($750), which cost me $50.
Took the bond receipt, IL records and the MVD inspection papers to the title office. They issued the bonded title on the spot and registered it for two years for $65.
Overall, I spent about about 1.5 hours and $125 on the AZ side of things. Illinois cost me about two hours in post offices and about $35 for the postage and money order.
It was more complicated due to the scoot never having been registered and the title being old enough that they had to go to microfiche, but if there was a recent registration, it's usually an easier process.
