Both the pads on my front Frando brakes have a chip out of them each about the same size and placement

They've always have a high pitched chatty tinkly sound to them.

17 months, 19,000km. Plenty of meat on them.

Thoughts?

One of the pads on my BV separated from plate after 2,000 miles. Glad it wasn't the front. Life's a gamble.

I'd say you still have over 98.8% of the pad surface available. If you had a drum brake you could fill the dimple with collected brake dust and superglue.

Check the disc, if there are grooves on the surface, then possibly something harder got stuck the pad and the disc to cause the chip.
If thats the case depending on the depth of the groove one could grind the disc a bit to smoothen it out and I would replace the pads( they are relatively cheap).
I have to replace pads and discs( possibly) this summer.
