From what I understand, this piece is so that any oil or water residue is stored there and is easy to remove just by removing this. But it is there to prevent dirt from entering there, so I would say it is better to put one on it, they are very cheap.

I would certainly replace it before riding too long as two things will happen . Your air filter will get shit up with dirt from the rear wheel, plus you will run leaner. The suggestion of a crimped piece of silicone tube looks a winner to me, or as above any suitable capping fitting 👍
