Not a Vespa engine, looks like a Minarelli / Yamaha / Suzuki type engine, probably started as a 50cc…

By the looks of it, maybe it was on an ATV??

The only PHBL25's I've come across is Delortto open mouth carbs, is there any other serial numbers showing.
Also you would see Piaggio stamp marks.

Still a minarelli. Still came out of an ATV.

Here's the simplest way to know if a two stroke scooter engine is a Piaggio:

Count the bolts holding the intake manifold onto the engine. Are there two? It's a Piaggio. Are there more than two? It's not a Piaggio.

And if it has four bolts holding the intake manifold onto the engine, here's how you can tell if it's a Minarelli or a Morini:

Does it mount from the top of the engine? It's a Minarelli.
Does it mount from the bottom, like a Piaggio engine? It's a Morini.

So if your engine has four bolts holding the intake manifold on, and mounts from the top, it's going to be a Minarelli.
