Hi! Newbie mechanic again

I picked up all my things for my first oil change and a new air filter! I was visually inspecting my GT 200 and it's got some real rusty areas. The previous owner lived in So. California so the rain of the PNW is pretty new to this scooter and other than definitely being dropped a few times in its lifetime it seems in pretty good shape.

That said, do I need to be concerned about this level of rust? Namely this spring, the horn, and exhaust pipe. Can/should I clean the rust? Thanks in advance!!❤️

Just something to keep up with. When ever I pull the exhaust for a tire change, I run a wire brush over it, maybe a wee bit of sanding and then apply a new coat of Hi-Temp paint. The other parts you mentioned probably did not have much of protected layer of paint to begin with.

It looks like normal surface rust for a 19 year old scooter. Good advice re exhaust & spring. The screws can easily be replaced, but be careful not to strip the screw threads on the water pump cover as they are often over torqued from the factory.

Jimc has the right idea about the springs - paint a little waterproof grease on and call it done. The screw faces can be touched up in place. Give them a wee scrub with a scotch pad, apply a touch of Ospho to neutralize the rust, let it dry overnight and touch it up with the paint of your choice. I like to use fingernail paint that closely resembles the original color - and it dries fast.
