Vespa is a 1970 Super 150, no key and no battery model.

Trying to figure out what each button does. Trying to piece this bike back together.

IIRC similar to my mid 60's vnb:

1. Horn
2. Lights: 3 Position. Off/ Tailight only/ Taillight and headlight.
3. Kill Switch (err... kill button)
4. Highbeam/Lowbeam
