Anyone have a Stella made by Genuine Scooter company? I'm looking at a 2009, 150 , but have no clue about these. Any opinion is welcomed.

I've had a couple of them over the years including one I bought new 19 years ago last week.
They don't get the respect of a "real" Vespa, but most of the engine's parts are interchangeable with a PX motor. LML was Piaggio licensee in India and bought the tooling and rights to keep making metal bodies scooters after Piaggio exited the Indian market. LML is now out of business, but there is no shortage of spares for the two-stroke models (Genuine Stella 2T in the US, LML Star or Belladonna in the rest of the world).
They are pretty slow pure stock. The top speed is usually 52-55 MPH until you put a better exhaust on it and adjust the carb accordingly, but will run that at Wide Open Throttle (WOT) until you get tired of it or have to stop for gas.
If you want a mostly*-reliable 149cc (so no full "M" endorsement required in most states) with a good front disc brake and a motor that's an amazing platform for tuning if you eventually go that route, you'll be happy with it.
(and if it's a four stroke or automatic, stay the hell away. Key wear parts in the motor are not available, so when they wear out, the whole scooter is a paperweight)
* electrical wiring excepted; it tends to rub through and short out.
